Brief
“Balady” application was created under the supervision of Ministry of Municipal and Rural Affairs in Saudi Arabia. Main target of application is to create a platform where citizens can finish public transactions successfully without the need of visiting offices. With the success of the application, tons of papers were saved monthly, Citizens' visits to services offices were reduced to 25%. Employees were trained to absorb the new system and licenses were generated in 15 minutes instead of 10 days process.
Problem
Since the application is the first to offer public services in KSA, stakeholders wanted to include many services that might affect security and performance. In addition, this would put a load on Ministry employees due to too much information to absorb. Finally, Citizens will be lost between a lot of transactions to be made which might lead to security loss.
Solution
Putting the 2030 plan to include all public services as easy to access 7 mobile applications covering Saudi 13 locations. To assure correct follow-up, Ministry assigned a project manager for each application to draw a workflow working in parallel with other applications. GUI guidelines were created prior start to assure consistency across all applications.
